Dr. McLean Sibanda Executive Investments and Concessions, Bigen Group Africa. Prior to this he was the Chief Executive Officer of The Innovation Hub (Africa’s first accredited science park), an innovation agency of the Gauteng Provincial Government of South Africa. Mr. Sibanda has a M.S., Engineering, a Masters of Commercial Law, is admitted to practice before the High Court of South Africa and is the first black-African to be a registered Patent Attorney in South Africa. Mr. Sibanda led the public consultation for and helped draft the Policy Framework for IP from Publicly Financed Research and Development in South Africa, which was passed into law and now serves as the basis for private ownership of publicly-funded inventions as a means to motivate entrepreneurism and innovation. Mr. Sibanda is also an IP Expert to the African Union and has contributed analysis and drafting for the establishment of a Pan-African IP Office, following the decision of the AU Heads of State.  Mr. Sibanda teaches courses for the World IP Organization Academy in a number of African counties. McLean has been deeply involved with the establishment of technology transfer offices and intellectual property capacity in South Africa; and continues to have a passion for development.
