Mactar Silla, born in Dakar, Senegal, is a University lecturer, entrepreneur and expert consultant. He is a leading figure in African media and telecommunications.
Mactar is the CEO of MS Consulting, which is the owner of the pan-African international media outlet Label TV and Label Radio, headquartered in Libreville, Gabon. He is also the CEO of Africa Communications & Conseil (ACC).
Mactar has 34 years of professional experience in communications, strategy, management, and education in Africa. He has spent 24 years as a Senior Manager (GM/MD/CEO) at national and international levels in the public and private media, cultural, telecom and NTIC sectors (RTS, Senegal public broadcaster; TV5, the international Paris based francophone channel; AFRICAONLINE, Africa’s then internet leader; WORLDSPACE, the Washington based direct digital radio and data by satellite; and SPECTRUM GROUP, the leading private communication group in Cameroon and owner of two satellite French and English TV stations).
He is a Senior Expert for the European Union, African Union, OIF (International Francophone Organization) and CFI (Canal France International) in Africa in the field of media, culture, regulation and development (Côte d’Ivoire, Burkina Faso, Senegal, Burundi, Zambia, and Mongolia).
Mactar also holds the positions of Lecturer at the University Cheikh Anta Diop – Dakar: English Department (1982-1992) and Professional Master Degree on Regulation since 2007.
Mactar is the former Chairman and Legal Adviser of URTNA (African broadcasting Union); the current Chairman of APPTA (Association of Private Producers and Televisions of Africa); a Board Member of West Africa Democracy Radio and Panos Institute West Africa (2007 – 2015), and a Member of Société des Gens de Lettres (SGDL) and Société Civile des Auteurs Multimédia (SCAM) in France.
He has two publications: “The Outlaw of the Planetary Village or Africa at the age of global TV » NEAS 1994); and “TV Pluralism in West Africa” Panos Institute (2008)
Mactar received a Bachelor in Law and a Ph. D. in English literature & civilization from University of Rheims in France.
